Subsidy to Farmers

1. Training and Exposure visits: Training programmes on SPNF would be organized for capacity building of farmers and extension officers at Block, District and state level. Norms approved in ATMA guidelines would be followed. In addition, Exposure visits of farmers and extension staff would be organized to SPNF practicing farmers/area to familiarize them about the concept of ZBNF.
2. On-Farm input Generation: SPNF concept advocates use of on-farm inputs in the production system to minimise the dependence on external inputs. Basic inputs are to be prepared at farm level from cowdung and urine of indigenous cows. Thus to facilitate on-farm input generation, financial assistance @ 75% as approved in the guidelines is to be provided to the farmers for purchase of plastic drums/tanks . Farmers having land holding of less than two bigha is eligible for one drum of 200 litre capacity, 2-5 bigha, two drums and three drums for land holding of more than 5 bigha. Farmers will purchase drum/tank of his own choice subject to permission by BTT convener and will submit claim to the BTT convener verified by BTM/ATM. BTT convener will release incentive to the farmers as per ATMA procedure. Only SPNF practicing farmers would be eligible for the incentive and cluster approach may be followed.
3. Lining of cowshed:    Urine of indigenous cow is an important input in the SPNF concept. To facilitate collection of cow urine, it is proposed to provide 80% assistance subject to maximum of Rs 8000/ family for lining of cowshed. Permission for lining of cowshed would be granted by the BTT convener and farmer will submit bills of cost of material and labour for reimbursement. Farmers having indigenous cow breed would be eligible for the incentive. BTT convener will release the incentive to the farmer.
4. Prakritik Kheti Sansadhan Bhandar: All farmers in the village may not have a local cow or unable to rear. To facilitate such farmers, it is approved in the guidelines that lump-sump assistance of Rs 50000/ per Bhandar would be provided for running of the Bhandar. It may include packaging material, cowshed lining, drums as per requirement or any other material required. This bhandar will cater to the requirement of needy farmers in the village on nominal cost. Only one farmer per village is to be incentivized. Committee consisting of PD, DPD/SMS, and BTT convener will sanction the case on proposal submitted by the BTM/ATM. Incentive is to released subject to submission of bills/part bills spread over period of three years.

Farmers/groups can arrange infrastructure/inputs at their own subject to approval by BTT convener and BTT convener will release incentive amount after submission of bills and verification by BTM/ATM. ATMA will not purchase any input/infrastructure but will facilitate farmer in arranging the required infrastructure/input.

• Till 31^st March 2020, 56, 620 farmers have started practicing SPNF over 2794 ha land.
• A total of 312 Sansadhan Bhandars were opened in different blocks, beside this 13,490 on Farm Input generation (Plastic drums/tanks) provided to farmers under farmers assistance component.
• Assistance was also provided for lining of 1053 nos. of cowsheds of the SPNF practicing farmers having indigenous cows.
• 272 nos. of indigenous cows were purchased by the SPNF farmers who were provided assistance of 50% with a maximum ceiling of Rs. 25000/cow.
